School budget facing $1 million increase from state mandates

A request from council member Kay Ankerich in the late hour of the Hartwell City Council's April meeting prompted the council to hold a nearly two-hour long work session Tuesday night, with discussions expected to continue during its upcoming May 4 meeting.
