Billie Hovey Billie Dean O'Barr Hovey, 92, of Houston, got her angel wings on Tuesday, March 16, 2021 in Houston, Texas.   Born in Hartwell, Ga., on February 16, 1929, she was the daughter of the late Pat and Sula O'Barr.
