Commissioners approve SPLOST allocations

The Hart County Board of Commissioners (BOC) came to an agreement Tuesday to allocated 17.3 percent of SPLOST VI dollars to the City of Hartwell, with any overage being divided by the same percent with a six-year agreement.

Earlier this month at a called SPLOST VI meeting, the board voted to offer the city of Hartwell 16.82 percent of SPLOST dollars but the city declined that offer.

The Hartwell City Council held a called meeting and voted to negotiate 17.3 percent and to receive the same percentage of any funds collected more than the estimated total collections for six-years.

The BOC amended its previous vote to reflect the change in percentage for the city and agreed to the council’s proposal.

The SPLOST VI is projected to give $5.19 million to Hartwell, $371,200 to Bowersville, $716,800 to Royston, $7,400 to Canon, $23.6 million for county services, $12 million for public safety, $4 million for fire, $4.647 million for water (a $3.2 million increase from the last SPLOST), $2.5 million for the International Building Authority.

If there are any overages they will be split by the same percentages.

The BOC also held the third and final reading Tuesday for a duplex ordinance produced by the county attorney at its July regular meeting.

At the June regular meeting, the BOC was not finished with the subdivision ordinance so they had to extend the housing moratorium that has been in place for the last two years for an additional 180 days.

Board member Michael Bennett made a comment to make it clear that there is a 12-foot curb cut and that the two parking spaces be a minimum of 18x18 feet per unit or 9x18 feet for each parking space.

“We need to define it up front to make sure we get it,” said Vice-Chair Joey Dorsey.

With the amendments made to the duplex ordinance, a motion was made by  Bennett and a second was made by Dorsey to pass the ordinance in a 4-0 vote.

Board member Jeff Brown was not in attendance.

In other business:

• The BOC approved the purchase of the 10-year newer model, leased ladder truck with SPLOST funds, a replacement due to a previous ladder system failure, for the fire department costing $158,050 after trade-in value and lease payments that were made.

• The BOC approved a request to subdivide four lots off a larger tract that meet the minimum acreage and frontage requirements.

• The BOC approved a setback variance requested by a Bill Nix for the front setback of a manufactured home off Airline Store Road due to placing the home further forward than the setback allows due to being unable to build under an EMC power line that runs across the property.

• The BOC approved the amendment of Article VIII, section 66-203, adding that it prohibits trucks to pass through Joe Finley Road that runs from Vanna Road to Old Elbert Road.

• The BOC approved EMS Director Mike Adams’ request for credit to give three new hires credit for experience.

• The BOC entered executive session to discuss litigation, real estate and personnel. No action was taken.
