By virtue of a power of sale contained in a certain security deed from Desi Allen and Peggy J Allen to United States of America, acting through the Farmers Home Administration, United States Department of Agriculture and recorded in Deed Book 210, Page 625, Hart County, Georgia records given to secure a note in the original amount of $45,000.00 with interest on the unpaid balance until paid, the following described property will be sold at public outcry to the highest bidder for cash at the courthouse door of HART COUNTY, Georgia, or such other location within the legal hours of sale on the first Tuesday in June, 2024, to wit: June 04, 2024, the following described property: ALL that lot of land lying and being in the City of Hartwell, Hart County, Georgia, containing 0.25 of an acre, more or less, and being designated as LOT TWO (2) on a plat made by Dean H. REHABILITATION ADVISOR/HOME INSPECTION
SERVICES
Date: May 2, 2024
PURPOSE: The City of Hartwell, Georgia has received funding from the U.S. Department of Housing and Urban Development and the State of Georgia's Community HOME Investment Partnership (CHIP) Program to perform single-family housing rehabilitation and reconstruction services to owner-occupied homes in the Rome and Richardson Neighborhood of Hartwell, referred as the Hartwell Housing Program.
The city invites qualified home inspection firms, individuals, or residential construction firm to submit proposals to serve as the Construction Rehabilitation Advisor/Home Inspector (CRA) for single-family, owner-occupied housing rehabilitation and construction projects for the Hartwell Housing Program. Responding firms/individuals should be technically qualified and licensed to provide these services for local, state and federally funded projects. These services will be utilized on an “as needed” basis.
BIDDER QUALIFICATIONS: In order for proposals to be considered, bidders must submit with their proposals evidence that they are qualified to satisfactorily perform the specified work. Evidence shall include all information necessary to certify that the bidder: possess the required business licenses and certifications from the State of Georgia, maintains a permanent place of business; has technical knowledge and practical experience in the type of services included in this scope of work. All personnel must be state certified at the time proposal is submitted and 1) shall be currently certified, licensed and authorized to work in the State of Georgia and the City of Hartwell, 2) shall have experience with City of Hartwell and State of Georgia residential building codes, 3) shall provide a Senior Level point of contact who will be responsible for coordination, approval and review of all services performed for the City, 4) shall have the ability to meet work schedules and critical deadlines, 5) shall have at least one inspector with five (5) years' experience responsible for the representation, and 6) shall be a State of Georgia licensed general, residential, or building contractor.
CONTRACT TERMS: It is requested that bidders quote prices that will be guaranteed to the City of Hartwell for an initial period of two (2) years. The City of Hartwell reserves the right to exercise the option to renew annually (subject to the appropriation of funds), not to exceed a maximum of three (3) additional twelve (12) month periods.
QUESTIONS ABOUT THE RFQ: Communication concerning this solicitation must take place in writing. Any questions must be addressed via email to Laurin Yoder, lyoder@gmrc.ga.gov. Questions and requests for clarification must be received by 4:00 p.m. on Tuesday, May 21, 2024.
QUOTATION SUBMITTAL DATE: One (1) original signed and one (1) copy of the completed proposal package must be sealed and clearly marked and submitted no later than 3:00 P.M. ON TUESDAY, JUNE 4, 2024 to the following address: City of Hartwell, 456 E. Howell Street, Hartwell, GA 30643, Attn: Jason Ford. The outside of the proposal package shall plainly identify proposal by: RFQ No. 2024-0502, Title of Solicitation, and RFQ Due Date. Submittals received after this deadline will not be considered.
Interested bidders must submit the following: Transmittal Letter, E-Verify/GSIC Affidavit, Statement of Qualifications/Experience, Service Plan, Cost Proposal Form, List of References, W-9 Form, copies of the firm's Business License(s), and Certificate of Insurance.
